Horizon Europe is the EU’s key funding programme for research and innovation with a budget of €95.5 billion. It tackles climate change, helps to achieve the UN’s Sustainable Development Goals and boosts the EU’s competitiveness and growth. 

 

The programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies.

 

It creates jobs, fully engages the EU’s talent pool, boosts economic growth, promotes industrial competitiveness and optimises investment impact within a strengthened European Research Area.

Legal entities from the EU and associated countries can participate. Horizon Europe's Programme Structure is split across the following three pillars. 

Pillar 1 Excellence Science 

This pillar consists of the European Research Council, Marie Sklodowska-Curie Actions and Research Infrastructures.

 

Pillar 2 Global Challenges and European Industrial Competitiveness

Health; culture, creativity and inclusive society; civil security for society; digital, industry and space; climate, energy and mobility; and food, bioeconomy, natural resources, agriculture and environment.

 

Pillar 3 Innovative Europe

Eureka Eurostars

Eurostars is the largest international funding programme for SMEs wishing to collaborate on R&D projects that create innovative products, processes or services for commercialisation. Your consortium must spotlight an innovative SME as the main project participant.

 

Eurostars is a competitive programme that sees an average of 29% of project applications receive funding, meaning that submitting your project proposal is certainly worthwhile. The Eurostars submission process is centralised and the evaluation procedures (conducted by industry experts) are transparent and thorough.

 

To apply to the programme applicants must fulfil seven eligibility criteria. 

1. The project consortium is led by an innovative SME from a participating country.​

2. The project consortium is composed by at least two entities that are independent of one another.

3. The project consortium is composed by entities from at least two participating countries, with at least one organisation coming from an EU or Horizon Europe Associated Country.

4. The budget of the SMEs from the participating countries (excluding any subcontracting) is 50% or more of the total project cost.

5. No single participant or country is responsible for more than 70% of the budget of the project.

6. The project duration is 36 months or fewer.

7. The project has an exclusive focus on civil applications.

Applying for European Funding
